Special Agent Will Hatcher For the past nineteen years Hatcher has served in the San Francisco and New Orleans FBI offices as a SWAT team member, a white collar crime and a computer network investigator. For seven years SA Hatcher was the Louisiana FBI Cyber program manager responsible for all FBI digital investigations in the state of Louisiana and he lends technical support for major crime, terrorism and espionage investigations around the world. SA Hatcher managed the Louisiana FBI’s lead in the Louisiana Cyber Crime Task Force and Computer Analysis Response Team.
Currently SA Hatcher serves as the New Orleans Division’s Infragard and intelligence liaison coordinator. SA Hatcher specializes in Cyber intelligence and critical infrastructure coordination. SA Hatcher is currently assigned to the Louisiana Field Intelligence Group who coordinates the FBI collection and analysis of intelligence for Louisiana.
SA Hatcher is a member and past president of the Louisiana chapter of the international High Technology Crime Investigator Association. SA Hatcher provides instruction and lectures in the area of computer crime and network investigations, intelligence collection/dissemination to international law enforcement representatives, private industry and local law enforcement officers.
Dayle Alsbury has over 15 years of information systems security experience in designing, managing, or consulting on IT systems, applications, networks, and IT risk auditing. Dayle has conducted, managed, & supervised over 3,000 security audits, risk assessments, penetration tests, application tests, social engineering tests, and compliance audits. Alsbury works extensively in the regulated IT security compliance space with such regulatory standards as PCI, SOX, NERC, NIST, FFIEC, NCUA, FDIC, COBIT, ISO, ITIL, FERPA, HIPAA, FERC, GLBA, BSA, etc. Alsbury is an active IT security industry contributor and trainer with appearances, presentations, papers, speeches, etc. with – ISACA, CNN, NBC, Time, Radio America, WFAA, SANS, etc.
Alsbury currently operates as Geocent Consulting’s enterprise operations leader responsible for managing and implementing commercial sector technical, administrative and physical security solutions. He designs and delivers commercial sector technology security solutions including custom application and web services security development, COOP/DR security solutions, security assessments, penetration testing, social engineering, IT auditing, risk assessments, security training, network and systems design & management and digital forensic services. Alsbury is CISSP, CISM and GSEC certified.
Devin King currently is the Information Security Specialist for the State of Louisiana's Office of Information Technology. Previously he worked for a health insurance organization where he worked as both a System's Administrator and a HIPAA Compliance Security Administrator. In those roles he performed network, physical security and HIPAA compliance audits. As a security specialist he conducts analysis and makes recommendations to the state's Chief Information Security Officer relative to the state's overall security posture and he serves as a key member on the state's security incident response team by providing expertise in the area of external threat assessments and mitigation strategies. He has over 7 years of governance, security, networking and systems experience. King is CISSP certified and is the current Vice-President of the Baton Rouge InfraGard Chapter.
Slava Sotnikov currently operates as the Information Security Architect for a large health insurance company, driving operational IT security initiatives. Sotnikov leverages his 10+ years of IT governance, security, networking, and systems experience is responsible in developing a security infrastructure closely aligned with business goals, yet compliant in a highly regulated healthcare environment.
Previously, Sotnikov worked for a national IT security consulting company where he conducted and managed over 1,000 internal/external penetration tests, security audits, physical security audits, social engineering engagements, and risk assessments for banks, credit unions, state and local governments, and publicly traded companies. Sotnikov has extensive experience developing and delivering customized security services and software solutions to help clients meet regulatory standards such as PCI, SOX, NIST, FFIEC, NCUA, FDIC, COBIT, ISO, ITIL, HIPAA, GLBA, BSA, and others. Sotnikov continuously gives back to the IT security community through his service as a SANS Mentor, ISACA Chapter Officer and training new IT security community members. Sotnikov is CISSP, CISA, CISM, GPEN and GWAPT certified.
Sean K. Lowder currently serves as the Information Security Manager at BlueCross BlueShield of Louisiana. At BCBSLA he operates as the enterprise operations leader responsible all strategic and tactical information security functions, including authentication systems, access controls, encryption systems, governmental information security compliance, and perimeter data protection systems. During the last year Lowder has successfully guided the Information Security Office for BlueCross BlueShield of Louisiana in maintaining and improving security systems and processes. Lowder has recently directed several high-profile enterprise IT security initiatives such as the development and reengineering of Risk Management and Information Security incident response processes. Lowder has developed the methodology of scoping security metrics and reporting of security status to senior level management that has proved effective for communication of Information Security Risks.
Previously, Lowder lead various projects in the Information Security arena including financial institution penetration testing, Virtual Private Network (VPN) configuration and deployment for a international environmental engineering firm, and design and implementation of an enterprise wide encrypted email solution. He also has extensive experience in the realm of auditing authentication directories, including Microsoft Active Directory, Novell Directory Services, and other varied LDAP systems.
Lowder has operated in the computer industry for 20 years, and has specialized in information security for the last 11 years. He holds various industry certifications, including Certified Information Security Manager (CISM), Certified Information Systems Security Professional (CISSP), Certified Novell Engineer (CNE), and Microsoft Certified Systems Engineer (MCSE).
